TOLEDO, Spain — European officials agreed Thursday to accelerate the drafting of a common strategy with the United States to improve airline security during a meeting with Janet Napolitano, the secretary of the Department of Homeland Security. It was the first such high-level trans-Atlantic meeting on the subject since the botched Dec. 25 bombing of an Amsterdam-to-Detroit flight by a passenger wearing explosives sewn into his underwear.
