Who speaks for Europe? Criticism of ‘shambolic’ process to fill key jobs

It has gone down in modern history as one of those famous quips never actually spoken – Henry Kissinger venting his exasperation with the arcane procedures of the EU by asking: “Who do I call when I want to speak to Europe?” The conundrum persisted, even if the story is apocryphal. But at a chateau outside Brussels last week, the octogenarian US statesman found an answer to the question he never asked.
